Untuk membolehkan murid menyesuaikan diri dengan perubahan bahasa dalam tempoh peralihan dasar, Mesyuarat Jemaah Menteri pada bulan Julai 2009 juga telah membenarkan Kementerian Pelajaran melaksanakan pendekatan soft-landing.
Bagaimanapun, kerajaan berharap keputusan yang membenarkan murid kohort PPSMI, iaitu murid Tahun 2 hingga Tingkatan 5 tahun ini untuk meneruskan pembelajaran dalam BI sehingga tamat tingkatan 5 dapat melegakan hati ibubapa. In 2009 the Government decided to repeal The Teaching and Learning Science and Mathematics in English (PPSMI) and replace it with a policy dignifying Bahasa Malaysia and Strengthening English (MBMMBI).
With the abolition of PPSMI, pupils in primary schools will follow the teaching of Mathematics and Science in Bahasa Malaysia at the National School, Chinese and Tamil in SJKC in SJKT. While in high school, Bahasa Malaysia will be fully utilized in the teaching of mathematics and science.
To enable students to adapt to change language in the interim policy, the Cabinet in July 2009 also has allowed the Ministry of Education to implement the approach to soft-landing .
Based on these results, the Ministry of Education in 2010 has established policies MBMMBI initiated in 2011 in which Year 1 students this year following the teaching and learning Mathematics and Science in Bahasa Malaysia fully. As intervention measures to accelerate the shift from English to Bahasa Malaysia in all levels of schooling, the Ministry also decided to start in 2012, Form 1 pupils will attend teaching and learning of mathematics and science in the Malay language in full.
However, the transition to Bahasa Malaysia in Form 1 from next year has raised concerns because parents feared their children who have followed the teaching and learning in English for six years in primary school can not adapt to sudden language transition.
After taking into account the views of parents, the Cabinet today decided to allow the PPSMI cohort of primary school pupils to continue teaching and learning Mathematics and Science in English in full, in full or in Bahasa Malaysia both languages when they enter Form 1 from next year.
This means that all PPSMI cohort of students who follow the teaching and learning of mathematics and science in English be allowed to continue teaching and learning in the English language until the end of Form 5.
It should be pointed out here also, the pupils Year 3 to Year 6 in 2012 allowed to continue teaching and learning mathematics and science in English, Bahasa Malaysia or both languages in national schools: English, Chinese or both languages in SJKC; and English, Tamil or both languages at SJKT as decided by the congregation of the Minister in July 2009.
For students who have followed the teaching and learning Mathematics and Science in Bahasa Malaysia or in both languages, they are allowed to follow the teaching and learning in the Malay language in full.
With this decision, the abolition of PPSMI was permanent. Government has no plans to implement the PPSMI as claimed by some parties.
However, the government hoped the decision to allow students PPSMI cohort, ie pupils Year 2 to Form 5 this year in BI to continue learning until the end of form 5 can relieve parents' hearts. The Government is confident that with this decision cohort PPSMI student achievement in UPSR, PMR and SPM will not be affected.
With soft-landing approach, the teaching and learning mathematics and science in primary schools will be implemented in full in 2016, Malaysia. While in high school, the use of Bahasa Malaysia fully for both these subjects was in 2021.
Studies Ministry of Education to all schools under the Ministry indicates that many schools have implemented the teaching and learning science and mathematics in Bahasa Malaysia.
The study showed that, less than 5 percent of classes in 7.495 primary schools use the English language fully in the teaching and learning of mathematics and science. While at secondary school level, about 9 percent of the class in 2.192 schools use English in teaching and learning of mathematics and science. Based on these findings, many students attend teaching and learning of mathematics and science in Malaysia.Dapatan this study proves that it could not be implemented as intended.
Results of field studies conducted by the Ministry with information gathered through observation in the classroom, teachers' experiences and practices in the classroom and interview the students find difficult to understand the students of mathematics and science subjects in English. Pupils take a long time to understand the concepts of math and science because they do not understand English. This forces teachers to teach in the Malay language so that students can understand both these subjects. Such problems are not only experienced by schools in rural areas, but also in the city. Therefore, if PPSMI to continue, most students in our country will not be able to master mathematics and science very well and they will be left behind.
PPSMI Repeal does not mean the government of neglecting the importance of mastering English. Under MBMMBI policy, the Ministry is implementing various new initiatives more effectively to improve English proficiency among students.
Among the initiatives was the addition of the teaching and learning of English, the English curriculum improvement under the implementation of the Primary School Curriculum Standard (USSR), teacher preparation, recruitment of native identity to enhance the capacity of lecturers and teachers of English, the provision of quality support materials such as reading materials Additional digital materials to support the implementation of teaching and learning in the classroom.
Ministry of Education is also looking at some new inisatif to be implemented as programs Oracy Skills (OPS-ENG) which aims to improve oral control among students, the class based on the set of system, increase the quality and diversity of teaching materials, teacher professional development and committee management skills in English in schools.
The Government hopes that the repeal of MBMMBI PPSMI and implementation of policies to improve the English language, science and technology among students and to uphold the national language.
